Special legal regime called Enterprise Uzbekistan will be established

Enterprise Uzbekistan — an international digital technology hub — was initially launched on a pilot basis under Presidential Decree No. 25 dated February 1, 2024.
Under the newly adopted Decree No. 233, the hub will now operate under a special legal regime, modeled on the principles of the laws of England & Wales and leading international financial centers like DIFC, AIFC and others.

Permitted Activities
Companies registered as residents of Enterprise Uzbekistan may operate in areas such as:
🔹 Software development, IT consulting, and outstaffing
🔹 Remote outsourcing, including business process outsourcing (BPO)
🔹 Game development and creation of digital content (graphics, video, audio, media)
🔹 Artificial intelligence development and advanced digital-technology solutions
🔹 R&D, cloud services, data centers, digital infrastructure, online platforms, and IT-education
Regulatory and Governance Framework
🔹Residents will operate under a separate legal jurisdiction covering taxes, customs, labor rules, data protection, intellectual property, banking, and finance
🔹 A dedicated English-speaking tax inspectorate will serve companies in the hub, reducing administrative barriers for foreign investors
🔹 Disputes between residents — or with external parties by mutual agreement — may be resolved in an independent court functioning separately from Uzbekistan’s general judicial system
Uzbekistan continues to take bold steps toward becoming a regional investment hub, and the introduction of this regime marks another significant milestone.
