How to Get a PINI (PINFL) in Uzbekistan as a Foreigner

By Presidential Decree No. 6191, dated March 23, 2021, the Personal Identification Number of Individuals (PINI or PINFL) was established as the single personal identifier for state and banking services, tax and social security, and other services. In other words, the first step for foreigners who plan to provide or receive services in Uzbekistan is to obtain a PINI.

There are two ways for foreign individuals to obtain a PINI:
By directly visiting a Public Services Centre or the Migration Division of the Ministry of Internal Affairs.
Through a representative with a power of attorney (PoA).
Foreign citizens who temporarily reside in Uzbekistan may visit the Public Services Centre or the Migration Division of the Ministry of Internal Affairs to obtain their PINI. They only need a passport for this. Foreign persons who permanently reside in Uzbekistan will need a residence card.
For foreign citizens residing abroad and acting through a representative, the following documents are required:
A duly issued power of attorney (legalized or apostilled, except for citizens of states with whom Uzbekistan has bilateral legal aid treaties)
A copy of the foreign individual's passport
A digital image of the foreign individual in ICAO format
The representative’s personal identification document
